th reference to Mr. Grindle's letter of the 3rd ultimo (28590/16) enclosing copies of a despatch and a telegram from the Governor of Hong Kong on the subject of a suggested scheme for placing Exchequer Bonds with local investors, I am directed by the Lords Commissioners of His Majesty's Treasury to request you to inform the Secretary of State for the Colonies that They have given further consideration to the general question of promoting sub- scriptions to Government issues from Britons resident
outside the United Kingdon.
It appears to Them that it is desirable to appoint a small Committee to consider whether a practicable scheme can be framed for encouraging such subscriptions which will not be open to the objections which led to the Circular despatch of the 12th June. The scheme, if and when framed, would of course only be applicable to any Colony or Protectorate if and to such extent as the approval of the Colonial Office was forthcoming in each case, and would in no case be applicable to the Dominions.
